If we're just minor scratches any local jeweller should be able to buff it.
If it is more than that, any watchmaker who restores vintage watches should be capable of doing this.
Many watches ruined by people, just polishing without worrying about preserving the lines and angles of the case along with putting back the proper finish on the proper areas of the case and going in the right direction.
Polishing is not something that can properly be done in five minutes of holding against a buffing wheel.
